San Diego water is genuinely hard. The blend from the Colorado River Aqueduct and the State Water Project runs around 15 to 20 grains per gallon most of the year. That scale coats the bottom of every tank water heater in the county and shortens life. If you're not flushing yours annually, expect 8 to 10 years instead of 12 to 15.
Older homes in Hillcrest, University Heights, Golden Hill, and parts of La Mesa often have the water heater tucked in a hallway closet or under the stairs, which puts it inside the living space. Those installs need proper venting, sealed combustion, and correct earthquake strapping, and it's the number one place we see prior work that won't pass a resale inspection.
Coastal homes in Ocean Beach, Pacific Beach, La Jolla, and Coronado tend to see faster corrosion on the tank, fittings, and pressure relief. If your heater lives in a garage a few blocks off the ocean, plan on replacement closer to the 8-year mark and consider a stainless expansion tank.

Yes. Every water heater install is permitted with the City of San Diego (or your local jurisdiction — La Mesa, Chula Vista, Coronado, County, etc.) so it's legal and insurable.
Hardness. Our tap water runs 15 to 20 grains per gallon in most of the county. That mineral drops out of solution when heated and cakes on the bottom of the tank. The burner then cooks through the sediment instead of the water, and the tank fails early. Annual flushing is what actually extends life here.
For most single-family homes with a properly sized gas line, yes. You'll pay more upfront but you get endless hot water and 20+ year lifespans. For condos in Mission Valley or Downtown, existing venting often makes tank replacement the smarter call.
In San Diego, yes. Once you have a pressure regulator on your service (required in most of the county), the system is closed and code requires an expansion tank to absorb thermal expansion. Skipping it will pop your T&P valve.
